Summary of President Bush's New Immigration Proposal
January 8, 2004

THE FAIR AND SECURE IMMIGRATION REFORM - QUICK REFERENCE:

1. It is a proposal still, not a law - but should become law soon

2. It is not permanent residence - will grant 3-year work and travel authorization

3. Illegal aliens and foreign workers abroad will be able to participate.

4. There will be a new website for employers (sponsors) to register for the program.

5. Family members will receive accompanying visas, but will not be allowed to work (unless they also get a job offer)

6. To become permanent residents, individuals still have to file Labor Certification and/or Permanent Residence Petitions as currently done.

7. Whoever has Labor Certification or Permanent Residence petitions pending, should continue. You will be allowed to apply for the new temporary program too.

8. Whoever can start Labor Certification now, should do so. You will be allowed to apply for the new temporary program too once it opens.
